OF THE SPECIFIC FUND OF THE INTER-AMERICAN
PROGRAM OF ACTION OF RIO DE JANEIRO AGAINST THE
ILLICIT USE AND PRODUCTION OF NARCOTIC DRUGS AND PSYCHOTROPIC
SUBSTANCES AND TRAFFIC THEREIN
THE PERMANENT COUNCIL OF THE ORGANIZATION OF AMERICAN STATES, HAVING
SEEN: The
mandate contained in General Assembly resolution AG/RES. 841
(XVI-O/86), paragraph 2 of which instructs the Secretary General to
develop the regulations that will govern the Specific Fund of the
Inter-American Program of Rio de Janeiro Against the Illicit Use and
Production of Narcotic Drugs and Psychotropic Substances and Traffic
Therein and to submit them to the Permanent Council for approval; and The
report of the Committee on Regulations and Procedure (CP/doc. 1836/87)
whereby the draft Statute of that Fund is submitted to the Permanent
Council, RESOLVES:
To
approve the following: STATUTE
OF THE SPECIFIC FUND OF THE INTER-AMERICAN
PROGRAM OF ACTION OF RIO DE JANEIRO AGAINST THE
ILLICIT USE AND PRODUCTION OF NARCOTIC DRUGS AND PSYCHOTROPIC
SUBSTANCES AND TRAFFIC THEREIN Article
1. Scope The
Specific Fund established in accordance with the mandate contained in
resolution AG/RES. 841 (XVI-O/86) to finance the Inter-American
Program of Action of Rio de Janeiro Against the Illicit Use and
Production of Narcotic Drugs and Psychotropic Substances and Traffic
Therein shall be governed by the Statute of the Inter-American Drug
Abuse Control Commission (CICAD), this Statute, and the General
Standards to Govern the Operations of the General Secretariat of the
Organization of American States. Article
2. Purpose The
purpose of the Specific Fund is to finance the program activities of
CICAD related to the Inter-American Program of Action of Rio de
Janeiro Against the Illicit Use and Production of Narcotic Drugs and
Psychotropic Substances and Traffic Therein, in conformity with the
priorities, programs, program
activities, and projects approved by the Commission. Such
activities shall neither duplicate nor replace those already existing
within the United Nations or other regional or international agencies.
Article
3. Funding The
Specific Fund is constituted by grants or bequests from public or
private entities or individuals, by any other contributions from
member states, permanent observer states, or other nonmember states
and from international development or financial agencies, and by
resources obtained through other financing mechanisms that the General
Assembly may adopt. Acceptance
of the grants or bequests referred to in the foregoing paragraph shall
take place in accordance with the standards of the Organization
applicable to this matter. Article
4. Budgetary and financial standards This
Specific Fund, as defined in Article 86 (b) of the General Standards
to Govern the Operations of the General Secretariat of the
Organization of American
States, shall be administered in accordance with those General
Standards and with the Budgetary and Financial Rules of the General
Secretariat. Article
5. Budgetary responsibility The
resources of the Specific Fund shall be allotted in accordance with a
program-budget prepared and approved pursuant to the Statute of CICAD
and the General Standards on the matter. |
