Toluca, State of Mexico. November 21 to 24, 2013.

More than 300 professionals from the justice and health
sectors gathered in Mexico for the “Drug Treatment Courts Implementation
Workshop” beginning on November 21st in Toluca, State of Mexico. This initiative
was supported by the Organization of American States (OAS), with the goal of
exploring alternatives to incarceration for drug-dependent offenders within the
Drug Treatment Court (DTC) model. Scientific evidence gathered from the
application of this model in other countries of the hemisphere supports the idea
that DTCs, when implemented correctly with a multidisciplinary approach by both
judicial and health professionals, contribute to a reduction in crime, reduced
relapse into drug abuse, and a reduction in prison population. Moreover, this
model has proved profitable from the economic and social point of views of the
countries where it is already a reality.
Participating in the event were
judges, prosecutors, defense attorneys, and treatment providers from several
different federal states (including the State of Mexico, Nuevo Leon, Durango,
Morelos, DF, o Baja California) that introduced the concept of therapeutic
jurisprudence (coinciding with the Frist International Congress on Therapeutic
Justice in Mexico, to land on the idea of how to implement this model through a
training that was conducted by experts from the United States, Canada, Mexico,
Chile, and Belgium, who focused on the concepts of Therapeutic Jurisprudence and
methods of implementation for DTCs.
The event was inaugurated by Efrén
Tiburcio Rojas Dávila Eruviel, Secretary General of the Government; Roberto
Campa Cifran, Undersecretary of Prevention and Citizen Participation of the
Mexican Government who mentioned that “the Addiction Treatment Courts would be a
new approach to drug dependents as an alternative to incarceration and would be
critical to promote the integration of these people into the society; Fernando
Cano Valle, member of the National Drug Commission of Mexico (CONADIC) of the
Ministry of Health stating that “the work of addiction courts is an
unprecedented resolution for all social problems stemming from this disease. We
are open to learn from other experiences such as Chile, the United States and
Canada”; Ambassador Paul Simons of the OAS (CICAD/OAS) who noted that “five
years ago, only 4 countries in this hemisphere possessed this model. Now with
the OAS we are working with 14 Member States and Mexico is one of the most
committed one”; and Maria de los Angeles Fromow Rangel, Technical Secretary,
Coordinating Board of the Criminal Justice System, Secretary of Governance of
