National Commission
In 1995, the National Council on Substance Abuse (NCSA) was established as a statutory organization which is the national drug authority. There are agencies that comprise the governing level of the national authority; a Board of Directors comprising Government Ministries with the following areas of responsibility: Home Affairs, Education, Social Care and Community Development, Youth Affairs, Law Enforcement. Also represented, is a drug treatment and rehabilitation agency and civil society.
