Background
During the Santo Domingo EU-LAC Inter-regional City Forum (April 2008), participating cities discussed and identified a number of actions to be carried out under the umbrella of CICAD’s EU-LAC Drug Treatment City Partnership initiative. On the basis of those discussions, CICAD has drawn up the proposals below.

This is a multilateral and subregional cooperation project in which the participating cities play the predominant role, along with the Project Steering Committee (in addition to CICAD and the European Commission, the members of the Steering Committee are: Edinburgh, Gothenburg, Montevideo, Lugo and Santo Domingo).
The participating cities differ widely in the types of drug treatment services they offer, in the financial and human resources they have available, and in their degree of autonomy in health matters vis-à-vis the central government. Cooperation among city, State/Provincial and national governments will be crucial to the success of the actions described below.
The results of these actions were presented in the Lugo City Forum in Spain, May 2010.
