The NCDA has a Secretariat which is the Administrative Arm and a Board of Management with a membership of fifteen. The Board is responsible for the general administration of the policies and decisions of the Council.

FUNCTIONS  The NCDA has the following functions:

§   Review and monitor the conditions in Jamaica with respect to drugs which are being or which appear to it likely to be misused with likely harmful effects to constitute a social problem;
§   Undertake, subject to the approval of the Minister, the measures to be taken for preventing the misuse of drugs or for dealing with any social problems connected with the misuse of such drugs;
§   Consider matters concerning drug use and abuse and to advise thereon.

The NCDA may make recommendations on measures which in its opinion ought to be taken in order to:

§   Research the availability of drugs or supervising the arrangements for their supply;
§  
Alleviate conditions which lead to demand for such drugs;
§  
Enable persons affected by the misuse of drugs to obtain proper advice, and for securing the provision of proper facilities and services for the treatment, rehabilitation and after-care of such persons; 
§   Promote cooperation between professional and community services which in the opinion of the Council may assist in dealing with social problems connected with the abuse of drugs;
§  
Educate the public (in particular minors) concerning the dangers of misusing or abusing drugs and for publicizing such dangers;
§  
Promote research into or otherwise obtaining information concerning, any matter which in the opinion of the Council is relevant in preventing the misuse or abuse of drugs or dealing with any connected social problem;
§  
Consider such matters which are incidental to the proper control of the use of drugs;
§  
Act, perform, and enter into any transactions necessary or incidental to the proper performance of its functions;
§  
Give financial or other assistance, with the approval of the Minister, to persons undertaking, on behalf of the Council, necessary or advantageous activities in connection with functions of the Council.

FUNCTIONS:

The functions of the Ministry of National Security:

·          Formulate and oversee the planning and implementation of operational policies directed at controlling, suppressing and eradicating narcotic drugs and psychotropic substances; 

·          Develop legislative, penal and correctional policies with respect to drug offences and offenders.

The Ministry of National Security is advised by the National Anti Narcotics Committee. This National Anti Narcotics Committee includes the following: 

·          Minister of National Security;

·          Permanent Secretary of the Ministry of National  Security;

·          Commissioner of Police;

·          Chief of Staff of the Defence Force of Jamaica;

·          Director of Public Prosecutions;

·          Commissioner of Customs and Excise Duties;

·          Director of Ports Security and Narcotics of the Ministry of National Security.

The functions of the Anti Narcotics Committee are:

·          Develop a comprehensive Drug Enforcement Strategy;

·          Assess the effectiveness of measures related to eradication of marijuana cultivation, drug interdiction, legal deterrents, and public awareness of the drug problem;

·          Co-ordinate the direction of all Anti-Drug Enforcement activities undertaken by the relevant Agencies and to liaise with the Agencies not represented on the Committee;

·          Institute measures designed to combat the violation of Jamaican air space and the illegal use of aerodromes and air strips;

·          Institute and monitor measures designed to reduce and eliminate transshipment and the entry of narcotic drugs and psychotropic substances through our seaports and airports;

·          Institute and monitor measures designed to reduce and eliminate transshipment and the entry of illegal arms and ammunition connected to drug trafficking;

·          Receive appropriate briefings from the Narcotics intelligence Unit;

·          Identify technical needs and seek assistance for Anti-Narcotics operations;

·          Encourage Regional and Interregional co-operation;

·          Monitor the dangerous drugs; assets forfeiture; money laundering; mutual legal assistance and precursor chemicals legislation;

·          Encourage the undertaking of crop and income substitution programmes by the Ministry of Agriculture and Mining.
