SALVADOR
A
workshop on Minimum Standards and National Treatment Systems was held in El
Salvador between August 25 and 26 2005, sponsored by the Inter-American Drug
Abuse and Control Commission
(CICAD) and the United Nations Office for Drug and Crime for Mexico
and Central America (UNODC).
The
workshop encountered a scenario for meeting and teamwork between State
entities and some public and private owned care centers representatives. The
Salvadorean Government was represented by the National Anti-drug Commission
(CNA), the Health Department, the National Health Council, the Education
Department, and the State Department.
The main topics:
- Financing treatment
actions.
- Development of
specific and continuous education
- Development of
intervention protocols for each phase
- Establishment of a
inter-institutional coordinated network
As an
outcome of part of the workshop results, an inter-sector Plan of Action was
created on specific activities to be developing in El Salvador during the
next years, with the commitment of enhancing the National Treatment System,
and to provide a better quality attention to persons affected by drug abuse.
With the
objective of advancing towards the achievement of this Plan of Action
(Work
Program)
and due considerations by the MEM
(report on implementation of recommendations 2005),
particularly points 5 and 6, El Salvador is working on the elaboration,
approval and implementation of the standardization in the treatment area. In
the same manner, as a follow up to the August Workshop, and to ensure the
compliance to the assistance request for the implementation of MEM
recommendations, the
CICAD reeling on the US Government financial support, will provide
technical and financial assistance to El Salvador on the development of a
“National Standard assessment evaluation and compliance to prevention and
treatment programs by the institutions and other establishments that
provides attention to persons affected by drug abuse”
