Demand Reduction

PROJECT

Association of Non-Governmental Organizations working in Prevention - RIOD

Overview
Together with the Spanish Ministry of the Interior's National Drug Plan office, CICAD has been providing support to the Inter-American Network of NGOs working in Drug Addiction (RIOD).

This cooperation offers NGOs the possibility of working with experts from the Spanish Government, and represents an opportunity for member state NGOs to apply for funding from the Spanish Government, working with a Spanish NGO as the project counterpart. CICAD has stressed the importance of such collaboration between governments and civil society organizations in carrying out the demand reduction sections of each member state’s National Drug Strategy.

2000

In June 2000, together with the Spanish National Drug Plan office, CICAD cosponsored a workshop in Antigua, Guatemala. Participants, who were from some of the largest prevention and treatment NGOs in Latin America and Spain, defined a set of Criteria for Drug Abuse Prevention and Treatment Programs. This document sets out the basic standards that an NGO member of RIOD must meet to guarantee that their methods and approach will be well-managed, ethical, and based on sound technical and scientific principles.

2001

CICAD and Spain's National Drug Plan cosponsored a workshop on drugs and cooperation, of the Ibero-American Network of  NGOs working in the Addictions (RIOD), held in Cartagena de Indias, Colombia on August 6-10, 2001.

Participating in this event were representatives of the following Latin American NGOs:

  • Bolivia ( CESE, CELIN, SEAMOS Y AIPE)

  • Brazil (Desafío Joven de Brasilia, APOT)

  • Costa Rica (Vida y Sociedad)

  • Ecuador (Fundación Ayuda)

  • El Salvador (FUNDASALVA)

  • Guatemala (Grupo Prevención, Casa Alianza, Remar)

  • Mexico (El Caracol)

  • Nicaragua (GCPCD)

  • Panama (Cruz Blanca)

  • Paraguay (JOPACAD, GESA, PREVER)

  • the Dominican Republic (Pastoral Juvenil, Casa Abierta)

2002

In September 2002, Spain and CICAD sponsored the Fifth Iber-American Seminar on Drugs and Cooperation: NGO Management and Youth Programs in RIOD, which took place at the Spanish International Cooperation Agency (AECI) Center in Antigua, Guatemala. The AECI, run by the Spanish government, has allocated a portion of its budget to cooperation with Latin America on drugs. These funds can be accessed only by means of a relationship between one or more Latin American NGOs with a Spanish NGO as the project counterpart.

This seminar, directed towards the 61 NGO members of RIOD, was organized to fulfill one of the network's goals -- the increased professional training of staff working in substance abuse treatment and prevention. The program included workshops on current social programs and studies addressing addictions within the family and among youth.
