CICAD
provides training and technical assistance to member states to
strengthen their capacity to effectively control chemicals that may be
used in the production of illicit drugs. This can include helping to
develop the legislative foundation and regulatory framework necessary to
control chemicals as well as the administrative and regulatory systems
that must be in place to implement these control provisions.
In
addition, CICAD organizes training seminars for enforcement personnel
and administrative officers responsible for the control of these
chemical substances. These seminars are delivered at the national or
sub-regional level. The focus of each seminar is adjusted to respond to
the needs of the participating countries.
In
some instances the nature of the assistance required is not clear and so
CICAD will undertake specialize or focused studies or needs assessments
to better define the action required.
CICAD
also works with member states to ensure the effective implementation of
international control instruments such as the United Nations
Conventions. This includes the provisions of the Conventions including
particular components or vehicles for chemical control such as the
pre-export notification process for chemical substances.
