Project Description:

CICAD provides training and technical assistance to officials in member states to enhance their capacity to identify and intercept illicit drugs and related contraband transported in this manner. In the area of training, CICAD organizes seminars on various aspects of maritime narcotrafficking control. Programs are developed in response to country needs and focus on skills such as detecting or targeting high risk containers or passengers, port security, customs monitoring and interdiction and chemical control. As with other training activities, CICAD draws on the expertise of specialists from a variety of countries to deliver the programs. In addition to the skills building, the seminars are used to promote operational cooperation and information exchange related to the identification and interdiction of narcotrafficking by maritime means.

CICAD provides technical assistance to member states either in response to direct requests further to needs identified through studies or other means. The nature of the technical assistance varies and could include helping to develop operational systems or mechanisms to control ports, conduct needs assessments, or to develop reference materials and other resources such as guides and manuals to facilitate maritime controls and operational activities.

CICAD also provides technical assistance to member states in the implementation of port or maritime-related codes, guides or standards of operation or control that might be developed by international bodies
