The NCDA has a Secretariat, which is the Administrative Arm and a Board of Management with a membership of fifteen. The Board is responsible for the general administration of the policies and decisions of the Council.

FUNCTIONS:  

The NCDA has the following functions:

  • Review and monitor the conditions in Jamaica with respect to drugs which are being or which appear to it likely to be misused with likely harmful effects to constitute a social problem;

  • Undertake, subject to the approval of the Minister, the measures to be taken for preventing the misuse of drugs or for dealing with any social problems connected with the misuse of such drugs;

  • Consider matters concerning drug use and abuse and to advise thereon.

The NCDA may make recommendations on measures, which in its opinion ought to be taken in order to:

  • Research the availability of drugs or supervising the arrangements for their supply;

  • Alleviate conditions which lead to demand for such drugs;

  • Enable persons affected by the misuse of drugs to obtain proper advice, and for securing the provision of proper facilities and services for the treatment, rehabilitation and after-care of such persons;

  • Promote co-operation between professional and community services which in the opinion of the Council may assist in dealing with social problems connected with the abuse of drugs;

  • Educate the public (in particular minors) concerning the dangers of misusing or abusing drugs and for publicizing such dangers;

  • Promote research into or otherwise obtaining information concerning, any matter which in the opinion of the Council is relevant in preventing the misuse or abuse of drugs or dealing with any connected social problem;

  • Consider such matters which are incidental to the proper control of the use of drugs;

  • Act, perform, and enter into any transactions necessary or incidental to the proper performance of its functions;

  • Give financial or other assistance, with the approval of the Minister, to persons undertaking, on behalf of the Council, necessary or advantageous activities in connection with functions of the Council.

NATIONAL ANTI-NARCOTICS COMMITTEE

The Supply Reduction Policy is guided by the National Anti-Narcotics Committee, the terms of reference of which are:

  1. To assess the effectiveness of existing measures to combat the drug problems, namely: a) the eradication of illicit crops; b) drug interdiction; and c) legal deterrents from engaging in drug activities;

  2. To develop a comprehensive drug enforcement strategy;

  3. To coordinate the directions of all anti-drug enforcement activities undertaken by the relevant agencies and to liaise with the agencies not represented in the Committee;

  4. To institute measures designed to combat the violation of Jamaica's airspace and the illegal use of aerodromes and airstrips;

  5. To institute measures designed to eliminate the entry of cocaine, amphetamine type stimulants and other hard drugs;

  6. To receive appropriate briefings from the Narcotics Intelligence Units;

  7. To identify technical needs and seek assistance for Anti-Narcotics operations;

  8. To encourage regional and inter-regional cooperation;

  9. To monitor implementation and enforcement of the various drug legislation;

  10. To monitor the implementation of measures to eliminate drug trafficking through the air and seaports.
