| STRUCTURE:
The
National Council on Drug Abuse Prevention is governed by a multi-sectoral
board of members appointed by the Prime Minister consisting of
the following:
-
a
chairperson;
-
a
vice - chairperson;
-
an
executive secretary;
-
the
Attorney General or representative - Attorney General's
Chambers;
-
the
Permanent Secretary or representative in the Office of the
Prime Minister;
-
the
Permanent Secretary or representative in the Premier's
Office;
-
the
Permanent Secretary or representative, ministry responsible
for National Security;
-
the
Permanent Secretary or representative, ministry responsible
for Foreign Affairs;
-
the
Permanent Secretaries or their representatives in the
ministries responsible for Social Development, Community and
Gender Affairs in the Federal Administration and the Nevis
Island Administration respectively;
-
the
Permanent Secretary or a representative, ministry
responsible for Education;
-
the
Financial Secretary or representative, ministry responsible
for Finance and Planning;
-
the
Permanent Secretary or representative, ministry responsible
for Finance;
-
the
Permanent Secretaries or representatives, ministries
responsible for Health;
-
the
Permanent Secretaries or representatives in the ministries
responsible for Youth, Sports and Culture in the Federal
Administration and the Nevis Island Administration
respectively;
-
the
Comptroller of Customs or representative;
-
the
Commander of the Coast Guard or representative;
-
the
Commissioner of Police or his representative;
-
the
President or representative of the Saint Kitts and Nevis
Medical Association;
-
the
President or representative of the Saint Kitts and Nevis Bar
Association;
-
the
Resident Tutor of the University of The West Indies Centre;
-
the
President or representative of the Chambers of Industry and
Commerce;
-
two
representatives of Saint Kitts and Nevis religious organizations, one from each
island.

the Executive Secretariat of the National Council on Drug Abuse
Prevention is managed by:

FUNCTIONS:
Primary
and Centralized Anti-Drug Coordination Authority
-
Formulate
policies and develop programs intended to prevent or
reduce drug abuse and to promote and encourage the
implementation of policies and programs as previous
mentioned;
-
Promote
and encourage the establishment of system to co-ordinate
the treatment and rehabilitation of drug abusers and
the care of persons associated with drug abusers;
-
Give
advice on the licensing and operation of premises used in
connection with treatment and rehabilitation of drug
abusers;
-
Advise
the Prime Minister and such persons, groups, organizations
or bodies, on policies and programs relating to the
prevention of drug abuse, the treatment and rehabilitation
of drug abusers, and the care of connected persons;
-
Educate
the public, particularly the youth, on the dangers of drug
use/abuse, including but not limited to use/abuse of
narcotics, alcohol, tobacco products, cannabis, and
tranquillizers and other mind-altering substances; and to
publicize those dangers;
-
Initiate,
sponsor, and support conferences, seminars, and meetings
related to drug abuse;
Promote and encourage the award of scholarships, and to
award scholarships or other financial assistance to any
person who wishes to pursue any basic or advanced course
that is related to drug abuse;
-
Initiate,
support, and publish studies, reports and other
documentation on drug abuse;
-
Establish,
maintain, and operate information systems and facilities,
and encourage and support the exchange of information of all
kinds in respect of policies, programs, and research
related to drug abuse;
-
promote and conduct
epidemiological research on drug abuse in St. Kitts-Nevis,
and develop and maintain a database of information on drug
abuse;
-
Advise
the Prime Minister on the desirability and ethicality of all
drug-related research or drug-related information gathering
exercises involving the Citizenry of St. Kitts-Nevis, which
may be undertaken by governmental or non-governmental groups
or individuals; and on behalf of the Prime Minister to
endorse or reject any such initiatives;
-
Monitor
and keep under review the situation in St. Kitts-Nevis
with respect to drugs which, in the opinion of the Council,
are being or appear to be abused, which abuse is
having or appears to be capable of having harmful effects;
-
Give
to the Prime Minister, where either the Prime Minister so
requests or the National Council considers it expedient to
do so, advice on measures which, in the opinion of the
National Council, ought to be taken in order to
-
restrict
the availability of prescription and proprietary drugs
that are being abused;
-
supervise
the arrangements and monitor the mechanisms relating to
the supply of such drugs; and
-
alleviate
the conditions which lead to the demand for such drugs;
-
Undertake,
subject to the approval of the Prime Minister, measures
which, in the opinion of the National Council, ought to be
taken to prevent the diversion or misuse of precursor
chemicals for the manufacture of illicit drugs;
-
Undertake,
subject to the approval of the Prime Minister, measures
which, in the opinion of the National Council, ought to be
taken to prevent the abuse of drugs or to deal with any
social problems connected with the misuse of drugs;
-
Advise
the Prime Minister on matters of law reform relating to drug
abuse;
-
Ensure,
in collaboration with the Customs, the Coast Guard, Police,
Defence Force, and like Government agencies, that the
provisions of conventions ratified and acceded to by the
Government are complied with;
-
To
promote co-operation between professional and community
services which, in the opinion of the National Council, may
assist in dealing with social problems connected with the
abuse of drugs;
-
Perform
or carry out such acts as, in the opinion of the National
Council, are incidental to the proper control of the supply
of and the demand for drugs;
Coordinating
all government-funded or controlled substance abuse initiatives
