OFFICIAL VISIT TO ECUADOR
BY MR. JAMES MACK, CICAD'S EXECUTIVE SECRETARY

Mr. James Mack, CICAD's Executive Secretary undertook an official visit to Ecuador in response to an invitation sent by Dr. Oswaldo Motalvo, Executive Secretary of Ecuador's National Drug Council (CONSEP). The principal objective of this visit was to support Dr. Montalvo's presentation of Ecuador's national report of the Third Round of Evaluation of the Multilateral Evaluation Mechanism (MEM), and the Hemispheric Report. This meeting sought to raise the level of awareness of the MEM process in Ecuador, and CONSEP's work in general, and to inform Ecuadorian authorities of the mechanism.

Attending the presentation were the following Ecuadorian authorities: Dr. José María Borja, Attorney General and President of CONSEP; Dr. Carmen Larrea, Foreign Ministry Director General for Human Rights; Dr. Cecilia Armas, Deputy Prosecutor General, as well as senior representatives of the Ministry of Education, the National Police, the Armed Forces Joint Command, and the Director of the National Office of the General Secretariat of the Organization of American States, Dr. Carlos Maria Ocampos.

Media coverage of Ecuador's national MEM Report included radio, television, and press interviews. During these activities, CICAD's Executive Secretary highlighted Ecuador's significant participation and cooperation with the MEM process, CICAD's assistance to help Ecuador assess its capacity to prevent the diversion of legal medicine for illicit purposes (in response to a MEM recommendation), and the need to update the country's anti-money laundering law.
